GENERAL STATEMENT
The Director is responsible for the efficient functioning and coordination of all aspects of the Multi Agency Communications Center, to include program planning and organization, day to day activities and implementing policies of the Board. The Director acts as liaison between public safety agencies and the Board and insures that user agencies and the general public receive the highest level of professional service.
The Director is responsible to carry out the orders of the Board and to see that all laws of the State pertaining to matters within the functions of the Center are duly enforced. To keep the Board fully advised as to the financial condition and needs of the Center, and to recommend to the Board what development work should be undertaken, and extensions and additions, if any should be made during the ensuring fiscal year, with an estimate of the costs of such development work, extensions, and additions. To carry out the duties of the Board as outlined in the Interlocal Agreement. To certify to the Board all the bills, allowances, and payroll.
This position directs and coordinates the operation of a program sufficient in size to require the use of subordinate Supervisors, Administrative Services Manager, and E911 Telecommunicators/Dispatchers.

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES
The Director is responsible for developing, reviewing and evaluating existing policies, procedures, and work methods by means of periodic and special studies, and directs installation of improved work methods and procedures to ensure achievement of Center objectives. Develops standards and methods for measurement of Center activities, interprets and transmits policies of the Board to User Agencies, Center personnel, outside agencies, and also assures compliance with adopted policies. Directs preparation of the annual budget for control of expenditures for the Center and recommends appropriate fee schedules. Reports monthly to the Board concerning various phases of the Center's operations and its financial condition. Meets with department directors to coordinate their activities and formulate various programs of the Center. Serves as the 911 Coordinator for Grant County.

1 Administers the work of the Center in accordance with the policies adopted by the Board of Directors; establish and enforce policies and procedures to ensure efficient and economical operation of the Center 2 Co-ordinates dispatch services to User Agencies. 3 Serves as liaison between the Center and the User Agencies, establishing and maintaining effective working relations. 4 Prepares the annual budget and presents it to the Board of Directors; directs the expenditure of funds in accordance with budget appropriations as approved by the Board. 5 Serves as the primary contract with union representatives. Interprets and ensures the union contract is followed. Researches and prepares recommendations for union contract negotiations 6 Provides administrative support for the Spillman Computer System 7 Participates in various MACC committees and 911 organizations and associations. 8 Develop and oversee Quality Assurance program for MACC operations 9 See that employee personnel records are maintained. Oversees personnel actions and ensures proper policies and procedures are followed. 10 Coordinates major repairs, maintenance, or replacement of all equipment 11 Responsible for long range operational and strategic planning to ensure continued reliable emergency communications for User Agencies; defines goals and objectives and makes recommendations to the Board of Directors. 12 Researches new and available components for integration into the existing technical systems to provide additional or expanded services. Ensures procedures and standards are maintained in the administration of the data base, dispatch programs and other enhanced 9-1-1 services. 13 Functions as the personnel director makings decisions regarding promotion, demotion, discipline or termination of employees. Oversees evaluating of work performance 14 Develops and maintains comprehensive Policy and Procedure and training manuals as necessary for the efficient operation of the Center. Identifies deficiencies and implements changes to improve the effectiveness of operations. 15 Ensures the training and orientation of new employees regarding all aspects of operations of the Center. 16 Supervises the Center's staff either directly or through subordinate supervisors. 17 Performs other duties as assigned
Reporting Relationship The Director reports to the Chair of the Board of Directors and works under the general direction of the Board in planning, organizing, staffing and directing the operations of Multi Agency Communications Center in order to ensure emergency dispatch services to the public and each Users Public Safety Agency.
The Director has full responsibility for assuring that activities are performed within the scope of all federal and state laws. Matters of policy are referred to the Board of Directors for review. Policy changes and alternatives are recommended based on the Director's judgment and knowledge of technical, operational and industry standards. This position is responsible for seeing that the policies of the Board are carried out and must be able to work independently. Direction regarding emergency situations or questions regarding policy shall be submitted to the Chair of the Board of Directors.
Knowledge Skill and Abilities
- Knowledge of Emergency police, fire, and EMS dispatch systems; Telecommunications systems; management principles; supervision and performance evaluation principles; Basic accounting methods, budget monitoring and control; Employee relations; contract negotiations,
- Ability to provide a leadership role on departmental, inter-departmental, and inter-agency projects, possessing excellent interpersonal skills to establish and maintain effective working relationships. Able to organize and coordinate multiple tasks simultaneously in order to meet strict deadlines, establish and maintain a secure and confidential environment, be self-motivated, with an ability to work under stress, and effectively prioritize work. Able to communicate effectively with users, to train, coach, and facilitate groups and evaluate the work performance of staff. Ability to plan organize and coordinate the work and activity of a public safety communications center, work under pressure, exercise good judgment and make sound decision in daily and emergency situations, select, train, and evaluate team members, perform problem-solving to provide solutions to problems that impact the efficiency and effectiveness of the communications center; establish and maintain effective relationship with communications center team members, establish and model performance standards and values that are consistent with and promote community-oriented problem-solving and a high standard of customer service, speak publicly with effectiveness and poise.
